I imagine the original quote would have been something relating to the Ceiling/Basement-Cat meme(s), probably describing the pictured feline as some sort of combination of the two “deity” cat personae as presented; as the “Ceiling Cat” and “Basement Cat” characters are ascribed to the realms of Heaven and Hell, respectively, one can assume that the caption likely indicated this cat as being a similarly-cast ruler over the realm of Purgatory, the “in-between” state that exists, by some theologies, as an interim between the two theologically-polar instances.
I also note, it is uncertain where, in their house, a cat can be said to “live”. Many indoor cats probably venture regularly into any available space, including basements and attics (or ceiling-located crawl spaces). Where it prefers to spend most of its time is a matter for each individual cat to decide given the specific circumstances of the cat’s existence, and various considerations to the viability of any of each of the three as a regular residence.

Most likely the basement has moisture and/or is not often cleaned, and a cat cannot live in the ceiling, although it could live on the upper floor of the house. The cat most likely lives where he lives because the kitchen where he is fed is located there.
