Cats cannot read minds, hear thoughts, or look through ones soul. All are impossible. The cat is merely looking at the camera that is taking its picture. If the cat is doing anything else, it is leaving footprints on the car’s hood.

A well-functioning, mind-reading cat would probably be able to manipulate humans so that it wasn’t designated to such average accomodations.
They may not be able to read minds but they are smart creatures. Cats know that car bonnets (or hoods if you’re American) are warm if the engine has been recently used so they often park their butts on parked cars.
The cat may not be able to read your mind (or read at all for that matter) but it can still look at you in a very offputting manner that almost makes you belive it can.
