I’m inclined to wonder if this is some sort of police dog academy. It could be an exam in progress, a cat walks past the dogs and the dogs have to sit there as they are trained to do instead of giving chase as their instincts tell them to do. If so, I would guess that the cat is comfortable around strange dogs as it is neither running nor hissing at the dogs.
Regardless of what is happening I would not necessarily call the cat brave, but rather conditioned to get along with dogs.
What the first person said is indeed what is happening here. It’s just part of the training for police dogs to ensure that they are able to control themselves.
This cat most likely does not work for a police academy, as Treb suggested. The cat is probably just a stray crossing the road, as most cats do. This is not remarkable in any way.
